Response from Attorney-General Deb Frecklington to Jigsaw's letter sent on 16 September

 

20 October 2025 - Today Jigsaw Queensland received the following letter from Attorney-General Deb Frecklington regarding the quiet rollback of adoptee access to information in Queensland.

While the letter acknowledges that the process “could have been more consultative and sensitive,” it’s clear that the decision was made without any consultation — despite repeated assurances during meetings we’ve had with the Registry of Births, Deaths and Marriages that they would work with us to improve service delivery for people impacted by adoption.

 

The Attorney-General’s reply also notes that Adoption and Permanent Care Services are undertaking “urgent work” to explore other options for releasing information, though no timeframes or commitments have been provided. Again, we have not been included in this process. We remain concerned that these procedural changes have already wound back 33 years of access rights, affecting thousands of people trying to trace their family origins.

We continue to wait for a direct response from Minister Amanda Camm, whose portfolio holds responsibility for the Adoption Act. Following a meeting we had with Adoption and Permanent Care Services last week, we understand that the commission of inquiry won’t be reviewing the act but may ultimately recommend reviewing the act in line with the Premier’s pre-election comments to bring back adoption as the answer to youth crime.
